Upgrade Failure

I have a customer who needs to upgrade his Soho launch site to v4.9.3 r24 but when he or I click on upgrade it returns the following error:

Forbidden
You don't have permission to access /sohoadmin/program/webmaster/software_updates.php on this server.

Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request.
Apache/1.3.37 Server at www.ClientWebSite.com.au Port 80


The permissions are 777 from public_html all the way to the webmaster directory and so is the software_updates.php file. Recently the owner and group were changed from nobody to the account name for quite a number of the files.

Can that change cause problems and if so, how so?

Anyone have any idea what needs to be done to allow access to the php file?

Upgarde Problem

All the directories and the .php file are chmod 777 and owned by the correct user and group, except public_html. While it has the correct owner, the group is 99 but permissions are 777, so I don't think that is the problem. Yes?

Anyone have any suggestions what I should be looking for from here?
